What's Up with so many bills with an Emergency clause?

What's Up with so many bills labelled an Emergency?

Normally, a bill becomes law on Jan. 1st, the next year after the bill was passed.

With an emergency clause, the bill becomes law immediately after signed by the Governor.

With an emergency clause, the bill cannot be referred for a vote of We the People.

The Republican minority has tried many times to make the Emergency clause more limited in scope, but their bills to correct the situation repeatedly die in committee without a vote.
